He was a former school teacher and postmaster at Oxford. He served as Deputy Sheriff of Doddridge County under his father, Eli Nutter, and later served as Sheriff. He was a former Councilman and Mayor of West Union, and was a clerk in McCormick Hardware at the time of his retirement at the age of 75. [2]

NOTE: If this residence was located within Ritchie County as reported, it was very near the border with Doddridge County, where the community of Oxford is located very near the county line. The entry for Marshal and Laura Nutter in "The History of Doddridge County," p. 217, states "In 1921 he bought the General Store at Oxford, W.Va. In 1923 he married Laura Squires Nutter, who had been divorced from Harry Nutter, they had two children, Oletta and Wm. Porter. Marshal and Laura had three children, Marshleen, Eli Marshal Jr, and Edward Joe. On July 6, 1934, their home and store burned, and they lost Oletta and Marshleen in the fire; at that time no fire station was near."

NOTE: The address 100 Chancery Street is known to have been the building of the Doddridge County Jail from 1937 to 1987, and of the Doddridge County Historical Society's museum after that. The jail's cells were on the second floor, with the ground floor having the sheriff's office and a three-bedroom residence for the sheriff's family.
On the date of the 1940 Census enumeration of this location, the following five additional persons were listed, all presumably inmates of the jail:
