"W. M. Riggs, Justice of the Peace of Moundsville, formerly of this county, was here recently calling on his many friends, and ordered the Republican sent to his address. Mr. Riggs was a member of the County Court in this county at one time."

Local news item, "West Union Herald," Thursday, Sep 14 1916, in its entirety:
"W. M. Riggs of Moundsville was here Saturday. Squire Riggs, as he was familiarly known in this county, was a Justice of the Peace for Grant District for many years, and as such was a member of the old County Court which had law and equity jursdiction under the constitution which prevailed from 1872 to 1881. Mr. Riggs left here several yfears ago and became a guard at the state penitentiary at Moundsville, and was later elected a Justice of the Peace, which position he now occupies and for which he has been re-nominated, which is equivalent to an election."
