Ovid Lee Pernell was pastor at the Ruley Chapel Church at Arnold's Creek, Doddridge County, was formerly head of security at the Meadowbrook Mall in Bridgeport, and was formerly a policeman for the City of Pennsboro. He also managed Brookside Apartments in Pennsboro at one time.
