- Educated in Harrisville public schools, he was a graduate of West Virginia University in Chemical Engineering, 1940. He was a member of Tau Beta Pi honorary engineering society and Delta Tau Delta social fraternity. Mr. Hall served two years in the Naval Reserve during World War II, as Radar Countermeasures Officer in the Pacific Theater. He did one year of graduate work at Princeton University and MIT during his naval service. He did further graduate work at WVU, Ohio University, Texas A&M and Pitzer College in Claremont, Calif. He completed the eight-year Great Books Discussion and Study Program, from the University of Chicago.

- Following retirement from WVU-Parkersburg, Mr. Hall was appointed to a nine-year term on the State Board of Education, serving a one-year term as President. He worked on state and national commissions on curriculum and educational policy. He was also an original member of the State School Building Authority which allocated funds for capital improvement throughout the state.
