    Notes:

    Died as the result of injuries received when the truck he was driving was struck by a train at Central Station, Doddridge Co, WV. With him at the time of the accident was Carson Williams, 58, who was injured. Both longtime employees of the Star Furniture Co of West Union, they were enroute to the home of a customer at Central Station. Witnesses said the train struck the rear end of the truck, hurling both occupants some distance. Leggett was the driver. He sustained severe injuries and died at St. Mary's Hospital in Clarksburg about three hours later.

    He spent the majority of his life living in St. Marys, West Virginia and moved to Elkview with his wife later in life to be near family.

    Born the youngest son in a large family, he showed an early interest in education which would become a defining feature of his life and propel him to professional success. From travelling four miles to catch the bus to a one room school, to ultimately graduating from Glenville State College with a B.A. and West Virginia University with a Master’s Degree, his journey in education was only beginning. He went on to teach in a one room school in Doddridge County, West Virginia. He also served as a teacher in schools in Ritchie, Wood and Pleasants counties. As his career progressed, he served as a principal at McFarland Elementary School, Pleasant Valley Elementary School, Park School and St. Marys Elementary School. Additionally, he served as the Superintendent of Schools for Ritchie County, ultimately retiring with his wife after forty two years of faithful service. The lives improved and strengthened by this career in education can only be imagined, but his popularity would become evident a short time after retirement.

    In 1986, Otis Leggett, sought a seat in the West Virginia House of Delegates from Pleasants County. He prevailed in that election and would go on to win every election until his retirement in 2006. Always a champion for his constituents, well respected by his peers, and valued for his vast experience in the field of education, he served with distinction, ultimately being awarded as a Distinguished West Virginian by Governor Joe Manchin in 2006. His proudest moment was the fight he led to preserve a rehabilitation center at Colin Anderson in Pleasants County by filibuster.

    He was a long time member of the St. Marys Methodist Church, dearly loved his farm “The Summers Place” in Doddridge County and enjoyed farming. He began a family tradition of fishing in Canada which spanned more than fifty consecutive years of his life, surrounded by his family. His family will always remember the quiet patience of the fisherman in Canada, the stories will live on.

    Otis Leggett will be remembered as a dedicated husband, father, and grandfather. His life was a blessing to all who knew him. Well done, thy good and faithful servant.

    James Everett Leggett grew up in Doddridge County, volunteered for the Navy in 1944 and served in the South Pacific. He graduated from Glenville State College in 1949 with majors in biology and general sciences and was employed as a science teacher in St. Mary’s County, Md., for two years prior to his entry into graduate school at the University of Maryland. There, he completed his MS degree in soils and a Ph.D. in plant physiology.

    Everett worked for 17 years at the USDA Plant Industry Station in Beltsville, Md., conducting research on plant nutrition before joining the staff at the University of Kentucky in Lexington, Ky., in 1970. At U.K., Everett served as a professor and director of graduate studies in plant physiology and was the research location leader in the USDA Agriculture Research Service. During his tenure there, he was elected to be a Fellow in the American Association for the Advancement of Science. During the 1976-1977 academic years, he was a visiting professor in the School of Agriculture at La Trobe University in Melbourne, Australia. He also lectured at the Universities of Oxford and Leeds in England.

    Upon his retirement in 1986, he returned to the family farm in Oxford, W.Va., where he raised Black Angus cattle, was a volunteer reader in the local schools, was active in the West Fork Soil Conservation District as well as the local School Improvement Council and Academic Partners. His main focus was to expand the educational opportunities for underprivileged students. On Oct. 19, 2007, he received national recognition as a "Daily Point of Light" for his work as a founding member of the Doddridge County Community Foundation.

    At a program held at the Doddridge County Park on October 12, 2019, Everett and his wife Hattie were posthumously honored as Doddridge County Citizens of the Year.
