    In January 1967, Blair completed Basic Training at Fort Leonard Wood, Missouri and embarked on an amazing 38 year career with the US Army and the WV Army National Guard. Throughout his years of service, Blair was recognized and received many distinguished medals and awards, but was most humbled to receive The Legion of Merit for the exceptionally meritorious service. As was stated on his award, “Chief Warrant Officer Five Nutter displayed initiative and leadership in various assignments throughout a distinguished career spanning thirty-eight years. His outstanding performance and dedication to duty are in keeping with the highest traditions of military service and reflect great credit on him, the West Virginia Army National Guard and the United States Army.”
    In 2004, Blair retired from Federal Civil Service and held positions as Chief Auditor and Financial Manager at the United States Property and Fiscal Office in Buckhannon, WV.
    He retired from the US Army as Chief Warrant Officer Five (CW5).
